One of the most important decisions for any mid-level player is deciding which building upgrade to level 10 with those precioussssss completion Grants. If you don't use rubies, you should get 1 or 2 completion grants from quests and the rest from Fortuna's chance.
NOTE 1: The grant is by far the most valuable reward you can get from the roll. If it doesn't appear in your initial box of twelve, close the window and then click the Fortuna's rewards button again. Repeat until the grant shows up and you'll have 1 chance in 12 of winning a grant every day.
NOTE 2: Do NOT bother leveling your main city garrison to 10. The only benefit would be for training Fire Mirros, but you can do that anyway from any outpost with a level 10 training camp. Save it for the buildings listed below.
Knowing what building to use your grants on is very important. Some open up whole new areas of the game, some provide situational or marginal benefits, some do barely anything. I recommend the following priority for level 10 upgrades:
1. Water outpost training camp. Lets you train Fangtooths (strong versatile melee and ranged troops). They have the lowest tech requirement of any special troop (level 8 rapid deployment) and can be used with any ground army.
2. Wind outpost training camp. Lets you train Banshees. These troops can be combined with dragons and are very fast. Higher tech requirements (level 9 levitation and level 9 Rapid Deployment), but not as bad as Ogres or Lava jaws.
3. Science center. You need a level 10 center to do level 10 research.
4. (Situational) Storage vault. Upgrade this as a priority if you get your resources raided a lot, because level 10 increases your capacity from 2M to 3M. Otherwise, skip it.
5. Fire outpost training camp. Lets you train Lava Jaws. When you finally finish researching level 10 weapons calibration, this babies shoot farther, move faster and do more damage than fire mirrors. Probably the most efficient troop for attacking anthro camps in the game.
6. Metalsmith. Yes, that otherwise useless building lets you research metallurgy, the most important overall combat tech (because it applies to all troop types and unlike medicine helps even those that take no damage in battle). Level 10 Metallurgy is required to train Fire Mirrors and Granite Ogres also.
7. Mine. So you can research level 10 alloys, a prerequisite for metallurgy.
8. Quarry. So you can reasearch masonry.
9. Stone outpost training camp. You need both level 10 Masonry and level 10 Metallurgy to train Granite Ogres, but they are well worth it. By far the best defensive troops in the game. They have 2.25 times the defense and 3.75 times the life of Giants, and most importantly they move faster. This means they get out in front of more fragile troops faster and can soak up more damage. Send enough Ogres with your ground army on a camp or city and NOTHING will hit your ranged troops.
9. Fortress. Extra wilds, extra wildernesses. Besides that boost to resources, not all that essential. However, the level 11 fortress gives your city a sweet new look as well as the opportunity to upgrade your Muster Point and Officers' Quarters to level 11, which actually help a lot with large battles once you get really powerful. You need an Ancestral Seal to upgrade to level 11. The best way to get that is to complete the quest requiring you to upgrade five Training Camps in your stone outpost to level 9.
10. Muster point. You'll eventually want to have 100,000 troops in a single march, and you need a level 10 muster point to do that.
11. Rookery. Substantial training time benefit for your Battle Dragons, but not essential as a prerequisite for anything.
12. Dragon's keep. I recommend the home city one first, as the Great Dragon gets attacked more than the other four.
As you can see, Completion Grants are required for many buildings and should not be wasted. Remember, however, that it takes a long time to research all the techs required to even benefit from level 10 buildings, so it's not worth fretting over not having enough to do everything at the beginning. Plan wisely and you should get enough grants by Fortuna's Chance before you need them.
